Users can still connect to internet without setting up the proxy setting

Hi

I have a FC4 machine working as proxy(squid) and firewall(iptables) server. When users do no set up their connections settings to use a proxy server to connect to internet, they can still use internet. Is it because they have their default gateway pointing to the same squid/firewall machine??? And how can i force them to access internet only by setting their connection settings to use proxy server????

Drop all connections to the internet, well, drop all except SQUID server IP .
