extremely slow and spotty networking on compaq evo d510

I recently 'upgraded' my hardware from a 700MHz P3 Dell, to a 2.4GHz Compaq Evo d510. In the process, I also upgraded from fc4 to fc6. I'm running Mythtv, qmail, and apache as the primary applications. I have the same amount of memory in both boxes, but....

Something now is causing networking to be really bursty. I can get great throughput for 30sec or so, and then not get a single character up or down for 5 mins or so. Its making it pretty much impossible to use the webserver. At first I assumed the problem was with my DSL service, but I recently noticed the problem occurs when logging in from within our local network as well.

I don't see anything in /var/log/messages that would explain the problem.

console response seems fine, so it's probably not related to memory or processor usage (a 'top' during the worst network dodginess shows normal cpu and memory usage).

Can anyone give me any guidance as to where to look?
