Fedora Core 1 > Fedora Core 2 - Test1

In this how to "HOWTO: Upgrade to Fedora Core 2 - Test1, with apt."

Where or what has happened to the apt* rpm's?
Has apt been renamed?

Not sure what you mean by "what has happened to the apt rpms". Apt, like yum and up2date is just an interface to make package installtion/management easier. You can still access apt repositories for FC2 t1. But, IMO, if you want to test FC, run the latest test releases - which is currently t2, but t3 should be arriving aroung 26th.

I do not want to have to redo all of the config scripts.

Test releases don't use the same repos as core releases. You will have to update your /etc/apt/sources.list file to point to a mirror of the fedora development repo (rawhide).
See this link for some mirros. Choose one that offers rawhide.
