some problems about rwho rusers ruptime

when i
rpm -q rwho.
then
rwho-0.17-26
so i
rwho
but no consequence.why?
when i
rusers
but no consequence.why?
then i
rpm -q ruptime
but package ruptime is not installed.
but when i
ruptime
then
ruptime: no hosts in /var/spol/rwho
package ruptime is not installed,why i can execut ruptime?
