Broke System-config-packages (Previous Redhat-config-packages)

We all remember that FC1 came out with the package manager broke. It wouldn't install from it's own cd's. Now i've tested the new system-config-packages in FC 2 test 2 and... guess what.. it's broke... it suffers from the same problem. Don't know if you experienced the same problem??
I guess i will report this as bug!!
