In Need of guidance

Scenario: Web Caching.
Environment: Fully Switched Pure Cisco Network
OS: Fedora Core 6
Webmin Installed
Squid 2.6 Installed.
Problem?
Cannot get the wccp function of Squid to 'enable'..
My understanding is that FC6 has GRE builtins as does Squid 2.6 (Stable Rel).
Please do not reference the usual webpages.. Been there done that.
I'm seeking someone whom has actually done this for a production environment.
Any pointers, pm's (on topic of course) would be greatly appreciated.
Facing Bandwidth starvation here.
