Best FTP Server for FC5?

What's the best FTP server for Linux / FC5, given the following criteria?
(a) Must be somewhat easy to administer
(b) Must be VERY secure, and support secure FTP very well

Why not use SSH? It has an sftp subsystem built in and you're probably running it anyways.
