process `snmpd' is using deprecated sysctl (syscall) net.ipv6.neigh.lo.retrans_time; Use net.ipv6.neigh.lo.retrans_time_ms instead.

Anybody know what I need to edit to resolve this issue?

You need to edit the snmpd source code and recompile the program. A better choice would be to send a bug report to the writer of snmpd or to Fedora's Bugzilla system.
