As far as I know, you only need to make the plugin visible to Mozilla/Firefox and that should be it...

This is from a bug report on winehq

Could you:
- Remove your ~/.wine dir
- Install Mozilla ActiveX from this link: http://source.winehq.org/mozactivex
- Set IE version according to http://wiki.winehq.org/UsefulRegistryKeys

That should get you activex.
