Anybody that has written websites has run into all of the very same issues with having to write the page to display correctly when using a browser that isn't compliant with the standards (Yes, I am referring to Internet Explorer)
Now IF I were dumb enough to use a POS browser like IE7, and IF I went to a site that wanted to add on a surcharge for using it, I would take my business elsewhere. (The article stated that not many were choosing to pay the surcharge, but they think that people are upgrading. I'll bet more people are just leaving and not purchasing anything, instead)
