Making RPMs easy

Is there an easy way to make an RPM, like with Kubuntu 10.04 and Ark I could make DEBs till my heart's content. I hear with RPMs you have to make a special user dedicated to making the packages? There has to be an easier way.

The following warning from that how to is enough to convince me that either a separate user, or even a VM, would be a very good idea !

I had already Googled around before I posted here and found that link aready!

So, there's really no cool tool to willy nilly make all the rpms I want? Seriously? When I really start getting into programming in Linux, this is going to be one of the first ones I make because it's a must have and a godsend!
