Split to new thread as it warrants it's own separate topic. It isn't the same issue as having a mixture of i686 and x86_64 packages present so I've done this to avoid you getting conflicting advice.

Re: DNF - Lost power during update, now package won't install

Check whether the crash has left you with more than one version of any software package for a specific architecture, which can cause problems like you describe
Code:
dnf repoquery --duplicated
If you have duplicated packages, "man dnf.plugin.repoquery" suggests using the following command to clean up the older duplicated packages (again, check it will not remove too many dependencies before responding "y" to run!)
Code:
dnf remove $(dnf repoquery --duplicated --latest-limit -1 -q)
If that gets rid of any "flac-libs" packages, then try your update again...

Is there a way to remove/replace just the flac-libs conflict which is affecting my dnf update?

Re: DNF - Lost power during update, now package won't install

I would try using RPM to remove the older flac-libs packages with the "--nodeps" flag to ignore any dependent packages (dependencies should still actually be satisfied by the more recent versions). As root do the following
Code:
rpm -e --nodeps flac-0:1.3.1-6.fc24.x86_64 flac-libs-0:1.3.1-6.fc24.x86_64
