Exclamation Problem with "~"

I have Fedora 12.

My keyboard is Spanish as well as my Fedora version.

Sometimes I need to write in Portuguese and in this language, I frequently need to write "ã" and "õ".

In Windows (all versions) as well as in Mandriva 2008, I can do that with [Alt Gr] + 4 followed by "a" or "o".

In Fedora 12 upgraded today, if I do that, I get "~a" or "~o".

This is a real inconvenience for me. I like Fedora very much, but if I can not solve this problem, I have to change to another OS, because I can not waste my time, doing continously copy and paste.

Help please!
