Only drpms are enough for updating?

My office PC is offline, so I download updates/12/x86_64/{drpms,repodata} from fedora reposiroty to my home PC then copying them to my office PC's ftp server. Then I use yum to update from my own repository server.
But I found the drpms are not enough to perform a complete updating. Some *.rpm pakage are still need download.

My question is: How do I know which package should be complete downloaded from rpm and which package download the drpm is enough?

I don't think there's an easy way without actually doing the install. The deltarpms may fail if the existing installed package has any file changes, or an update may bring in a new dependency for some package, or if a package has gone through several updates it may not be possible to update from version n+1 to n+3 (for exmple) with deltarpms.

You'll have to make a note of the required packages and download those full rpms separately.
