does anyone know a program 2 find voices in a sound recording

does any one know of a program that will take a sound recording that i did and look for people talking / or loud sounds besides back ground noise and put only that into a new .mp3 file windows(pref) or fedora

You mean automatically? I don't know.
But sound editing software might help you to filter those, I suppose.
If an audio expert doesn't come to this discussion you might ask for help in some multimedia forum (like for a distro like AV Linux or some other specialized forum you might find).
Then it doesn't matter the distro you're using, just the software.

The human voice has a typical frequency band (voice frequency). In theory you can use a band frequency filter to filter out other frequencies and attenuate just the VF. You can do that using software. Look for FFT and DSP.

Voice filtering is lot more complex than just frequency filtering. Human voice consist s of several simultaneous tones that change in time and I have no idea what sort of harmonics are needed to produce natural or even recognizable speech.

A simple band pass filter may be sufficient to eliminate a lot of the background noise. Maybe start by playing with the equalizers in pulse. pulseaudio-equalizer
