WiFi server without router access

My goal is to set up a Raspberry Pi 2 Model B with attached external hard drive as a backup server over WiFi. I want to mirror a partition on my laptop onto the external. I am running Fedora 25 on my laptop. I realize backup will be slow, but will be infrequent enough that I am not concerned about transfer speeds.

Here is the hitch: I am using my apartment's WiFi, so therefore do not have access to and cannot configure the router.

I do have an old Linksys router lying around. Basically, I don't want to ever attach my external directly to the laptop. I do not care what is attached to the rpi2.

Can anyone point me in the direction of a solution?

I would use rsynch over ssh.

That could work.

Ideally, I would like to be able to mount and directly access the partition on the external attached to the rpi2 as if it were a mounted network drive. VPN?

Has anyone seriously considered that it might be turtles all the way down?
That's very old fashioned thinking.
The current model is that it's holographic nested virtualities of turtles, all the way down.
