Fedora policy on updating LiveCD and Installation DVDs?
Does the Fedora Project ever update the Fedora LiveCD and installation DVDs for a distribution? - or is the first version of these the one and only version?

Nope. What you see is what you get for the entire version. There had been an independent group doing updated releases a few versions back, but that kind of died out.
