I cant get rid of screen-blanking ...

I have disabled power management and un-installed gnome-screen-saver and themes.
But the screen keeps going black, and it don't go into power-save.
Exactly as if the screen-saver was present ....

Can it be xdg-utils ?

Maybe its your hardware. Modern monitors have some power saving capabilities built-in and that works independently from the OS.

Its the same monitor ive been using in F11 , and i had the same idea since i added
"DPMS" to the monitor section of xorg.conf for nvidia driver.
I have removed those again, but no luck.

Besides, if it was bios , i belive it would go in powersave ... tho nothing is changed in my hardware,
only installed F12
