Exclamation Can't access my webserver via WAN with static ip

Hi all
I have installed Apache success, I have test with localhost is ok.
But when I add static Ip, my localhost can access via localhost or sattic ip
But in another Wan can't access via static ip, but can ping this satic ip.

Pls help me, thanks a lot.

Is it a router involved ?
