Free Developer map

I just had a question about if someone can give a name for a developer map that is free. I looked at Google maps one and it says whatever I do is gonna be owned by Google. So if i do all the work and make a map, it'd be lame if Google decides to take it away ( not insisting they are evil or anything)

I guess the bigger question i have is, if i make a map and then put that on my site but try to use that map as a lure for web traffic to make some advertisement revenue, would I get in trouble with Google? XD

Thanks in advance.
