snort error: FATAL ERROR: Unable to open rules file

hi,
i am runing fc6, when start the snort get this error message:
May 5 20:12:47 jaan snort[6173]: FATAL ERROR: Unable to open rules file: /etc/snort/rules/local.rules or /etc/snort//etc/snort/rules/local.rules
i installed the Community-Rules-CURRENT.tar.gz to the /etc/snort/rules, when i checked the /etc/snort/rules, really there is no file name local.rules, pleas help me from there i can get the local.rules file?
