Package for rebuilding RPMs under $HOME

Hi.

Could anyone help me remember the name of the RPM that needs to be installed so you can (re)build packages within your $HOME directory as yourself instead of within /usr/src/redhat as root? I know it can be done by manually configuring several files, but I know this one package can do the same and I'd much rather have it take care of the process than do it myself manually.
