All windows start beyond the upper left hand corner.

I am having a problem with my windows being initially drawn above and to the left of my upper left hand window. I have included an example picture. This is really annoying to have to hold alt and move it to the correct place every time. Can anyone explain what might be wrong and how to fix it?
