Why does booting up in emergency mode ask for password?

I seen this post on linuxquestions and I myself have no idea why the asking of root's password is needed?
Maybe someone can elude us to the Redhat theory behind this. Searched google/linux for about hour and no real enlightment on the subject.

Anybody know why am I prompted for the root password when booting into emergency mode? That doesn't happen in single user mode.

To ask Redhat a question requires a subscription and I don't need this for something someone wants to know.

Thanks to all for any info.
Brian
