Do file permissions persist if OS is reinstalled?

I have Fedora Core 5 on hda.
All my data (music, vids, docs, etc) is on hdb.
I have set up file permissions to only allow certain users access to certain files/folders.

If I format and reinstall Fedora on hda, and re-mount hdb, do the permissions remain on the files?

I'm conerned if I do this I'll lose access to my files.

Any thought?
