Unhappy LAN goes off in RedHat ES3

hi, Please help me ...
I have a RedHat ES3 installed on my server, every thing is ok ...
but if disconnect the lan cable, from the lan card, and i reconnect the cable, the network is not working : no ping and LEDs are OFF.

if i restart the server its ok.

what is the problem? a bug?
