I used to run proftpd but now I use scp for file transfers.
What application are you using for FTP service?
I recommend proftpd over vsftp which will have to be removed first in order to install proftpd
Have you added users to the system yet?

I usually set up the user's home directory in webmin to the folder where I want them to FTP the files. That way, when they log into the machine, they're already connected to the FTP folder and they can't see anything else.

If you're using a GUI to set it up, investigate gproftpd for an easy to manage server setup. If you're only using webmin, there's a module for controlling proftpd.
