I bought my Samsung notebook with Windows 7 preloaded. I installed F16 in it and made it as dual boot with W7 and F16. Recently I installed some themes and F16 stuck while booting. Instead of repairing it I decided to erase it and install F17 over it. Doing so will affect W7 booting? If so what should I have to do?

Nope,as long you leave the windows partitions untouched (eg: dont install f17 onto vfat), and just reinstall fedora over its previous version, all should be fine.
