How to reduce server logging activity

I have been running Fedora Core 3 for about a month now, but I haven't found out how to reduce the amount of logging that is taking place. The hard disk is being written to every few seconds. When my office network is unused at night I would like the HD to power down to save energy & wear.

How do I:
Disable logging at certain times, or
Adjust the frequency of logging, or
Log to (say) a USB memory stick?
