The Rules For A User Spin?

Hi, new guy with a stupid question.

I have looked through the forums but I haven't found any rules about what is or is not OK for a user spin. What is a user spin but will still have a user in good standings with Fedora and the community?

Just wondering, wanted to do my own thing with graphics and some programming but not stray to far from home if you know what I mean. It is a big and vicious world to try and stand on your own.
