can somebody please provide some sort of how-to for creating repo there? I've read the wiki but I don't quite get it :/

Perhaps you missed the very first sentence in that page.

"Fedora Packagers looking to create a repo"...

So you must already be a Fedora packager inorder to have access to that site. I have added a note that one must use ssh to login.

No. Fedora packagers actually maintain RPM packages in the Fedora repository

That's dull. I thought that repos.fedorapeople is more like Launchpad for Ubuntu... Any idea about similar service I can use?
