Yes.

Ok, seriously, you can use 7z.

7z a -v15m myvideo

will divide it into 15 MB chunks. If I remember correctly, RH based distros either measure differently or have some other oddity so that if you use the above command, it will actually be 16 or 17 MB rather than 15MB, so, if you have a 15MB limit use -v14m instead.

(I don't remember well, might be LInux vs. BSD or might be RH based Linux vs. the rest of Linux, but whatever, you have to use -v14m instead of 15m.)

It depends on what you mean by "split a video into smaller clips" but...

OPENSHOT video editor is what I'm using - it works much like an audio editor, just set your beginning & ending points & cut it out. You can cut any part... (no size limits on the parts either) If you need to "chop up" a video for say "youtube", just determine the max size allowed & divide the video up accordingly.

Re: split a video into smaller clips

Avidemux does a very good job of splitting AVI's. These are the options I used.

Video: Copy
Audio: MP3
Format AVI
Use A and B to set beginning and end.
Do not unpack AVI's. The video will get very laggy if you do that.
