Disable Gnome Shutdown and Restart

How do you disable the ability for all users, including root, to shutdown and restart the system in gnome? The system should only shutdown if root gives the command from the command line. Is it possible to also disable power off when the computer power button is held down or is that dependent on the bios?

I have already commited out the Ctrl+Alt+Del shutdown in the /etc/inittab.

I think you want to play with the PAM configuration files in /etc/pam.d. The only way I know of to disable the power switch is to disconnect it from the motherboard... but then there's always that wallplug hack three year olds like to do.

Has any solved this problem?

I have tried using a script to change the supposed necessary pm files, but it didn't stop a normal user from using the "reboot" commans from the console. Nor does it disable the restart and shutdow option in gnome. Actually, I don't thinks it even changed the files at all

I think I found a suitable solution.

After reading the redhat pam manuals I learned that the halt privleges are granted to the user if the command is in the /etc/security/console.apps/ directory. So, by hinding (putting a "." at the begining of the filename) the halt, poweroff, and reboot commands.

There is also a more elegant way to do it if you want to prompt normal users for the root password.
