I have been hoping it (along with some other issues) would get resolved ever since Gnome 3 shell was released, and it doesn't seem to be happening.
The problem is that they are trying to make a "one size fits all" desktop environment that works on phones, tablets, etc... but in the process are making things harder for desktop users.
And the lack of being able to configure things to get back some of the previous usability has been my major complaint with Gnome 3. A few of the things have worked their way in, but there is still a lot lacking.
There are some gnome shell extensions that help out some, though..
I just did a search on the extensions available in the fedora repo, and this may be one you might want to look at.
