DE is the abrevihation for Desktop Enviroment, which means, gnome, kde, xfce, lxde.
REnaming .config may be done by opening your filebrowser, go to your homedirectory (/home/curioustoknow),
press ctrl+h to see Hidden files.
Select the .config dir (watch out for the dot before the name), press F2, then type the new name.
I suggest renaming, since, yes, this folder is pretty important.
With renaming this folder and a relog, you'll know if there is a wrong setting located in this folder.
If it still flickers, you rename ~/.config.org back to ~/.config and do another relog to load the config files.
