Fedora gnome desktop locking

Hi,
I'm new to this forum. These days i'm working on a fedora kiosk project. All the targets given by the client are covered , but few remains. PLease help me to solve following things.

Lock desktop icon positions
users are not allowed to change the wall paper
hide System>shutDown menu

Will be xtremely greateful if u guys culd help me to figure this out.
