vncserver from runlevel 3?

Hi, I'm running a server that boots into runlevel 3. I can ssh into it but I only get a blank screen when I try to connect to the vncserver that's running on it. Is it possible to connect to a vncserver that's running on runlevel 3 or does X have to be running for the vnc to work?
