I think there is/are will be major outages of the systems due to a datacenter movement. Possibly this is the reason, see following -

"..."A reminder for those who don't read the link, we'll be having a massive outage of many Fedora services this weekend while we are moving our servers to a new location."

Services that will be down

* Buildsystem
* CVS
* Wiki
* MirrorManager
* translate.fedoraproject.org
* Mail lists
* Primary mirrors at download.fedora.redhat.com

this is a bug, somewhere in yum:

i fixed that by reinstalling fedora-release from official repo.. i have no idea who broke it!!
