Receiving ICMP Pings for another host

In /var/log/messages below I am seeing the following. The ip address (bougs) on righthand side is not my host's ip address nor in my assigned ip address block. My question, why am I seeing a ping to my host for another ip address?

Oct 29 14:17:44 minime snort[25390]: [1:384:5] ICMP PING [Classification: Misc activity] [Priority: 3]: {ICMP} 202.170.210.65 -> 12.345.67.98
