How to make .rpm for fedora 11 from SFNet .tar.gz?

How to make .rpm for fedora 11 from SFNet .tar.gz? and
How to check .rpm package dependencies?

I can appreciate, if anyone can describe in details or provide a link for this tutorial.
I would like to install two or three utilities from SFNet, but their packages are available in .tar.gz format.
