Alt+F4 exits... but also switches to command prompt

It seems that the keyboard shortcut Alt+F4 (normally just Exit) is also tagged to switch to shell 3 (a black and white prompt, i think it's F2 - F7).

Consequently, whenver I try to close a window with Alt+F4, it swiches to a shell. This is very annoying.

It isn't listed in System -> Preferences -> Personal -> Keyboard Shortcuts, how do I change this?
