KDE Control Center - No Keymaps at all !

I've set the keyboard map during the installation but I always have to set it in KDE too. When I go to Control Center => Regional & Accessibility => Keyboard Layout there's no entries to choose from. I can't adjust anything from that menu. It's empty, zero, nada.

Should I report this as a bug and if yes, to whom?
(this is'nt a general problem in KDE 3.2 ... it's fedora related)
