Yes, bluecurve theme exists, I use kde, and I have bluecurve listed in control center. It's not listed under theme manager, but I can choose color, icons,style, windows decorations with the bluecurve theme. Don't know ab. Gnome, I didn't install it.
Yes, it is in GNOME as well. It is installed by default and you just have to select it in the theme manager. I am a fan of Bluecurve, but I use it with the Clearlooks controls rather than the default ones. Looks much cleaner.
