Requirement Management and Documents

Hi guys,

Is there a decent Requirements Management tool the likes of Caliber, Polarion, Blueprint, Cradle, Integrity or dog forbid DOORS, available?

What does Redhat and other FOS projects use to generate publications from requirements?
