Sounds like you're running a new version of Apache with an old httpd.conf.
In /etc/https/conf/httpd.conf Replace the line that calls for mod_access.so with this line
Code:
LoadModule authz_host_module modules/mod_authz_host.so

If you tried to configure the server from 'System->Administration->Server Settings->HTTP', you end up with a httpd.conf with all modules enabled even if they are not installed (in other words: gui tool screws up your httpd.conf).

You can either copy the backup file (you did back it up didn't you?) over current one or keep restarting server and comment out each module producing the error (add '#' in front of the module name in the httpd.conf file that is show in the error message) until httpd runs normally again.

best way now to is remove your apache httpd rpm installation. Try to download httpd.tar.gz package and configure it. I am sure this will work. Sometime httpd from rpm won;t work, I don't know why. Once you are done with installation then try tp run manually /usr/sbin/apachectl start otherwise setup your server service setttings. If httpd is installed propnerly then go to your firfox and type http://localhost/ check it. good luck
