i use the 1st method in comment #2 i.e. a custom rules file. put all changes/modifications in a file and iptables will load them when it starts up. works and is persistent across updates etc. needs system-config-firewall-base installed.

services now controlled by systemd, new way to start/stop/restart etc them is with systemctl
so instead of
# service iptables restart
use
# systemctl restart iptables.service

in the past when i have seen iptables service fail its usually because i've made a syntax or other error in rules.
