There's plenty of good solutions.
You can start with simple tools like tar/gzip/rsync, and if it's not enough you can use some powerful solutions, for instance Bacula.
Thanks - yes I am aware there are a lot of solutions out there. I was hoping to hear suggestions as to which is the best, or considered the standard, of the more powerful solutions. I would add that my need is for basic workstation and external HD backup. I do not necessarily need a network backup solution but the basic needs to select directories for backup, incremental scheduled backups. etc.

depends if you're just backing up your desktop or remote servers or what.
i use rsync-over-ssh for my servers.
i use rsync+gnupg for my desktop files (could use deja-dup which now seem to come by default).
i use clonezilla for cloning entire drives.
there's plenty of threads about this already, have a look at the existing answers.
I only backup data with fwbackup
it's frontend for tar and cron, or at least I think it uses cron
it makes it easy to setup a directory or file set to be backed up, how, when, location
it's very easy to use and works very well
