I have just configured the vsftp server and an having some trouble. I configured it so it would only let local users in, but when I try to log in with any user but the one that I configured it with I get and error saying that it was an incorrect username and password combination. I am new to FTP and can't find the problem. So help would be greatly appreciated.

You didn't have libssl installed !
Just run yum libssl install ...
