Where do you go to configure power management in FC4? i.e.

*turn off hard disk after X minutes
*go into system standby after Y minutes

The only power management that I can find is for the monitor.

I wrote a script called pseudo-dpms to help with the second function "go into system standby after Y minutes". You can read about it here (http://www.geocities.com/jspaar@sbcglobal.net/pub/pseudo-dpms). Follow the links on the bottom of each page for info on how to download and configure it.

To use it for that purpose, you'll need to install pm-utils from rawhide, which is explained here (http://www.geocities.com/jspaar@sbcglobal.net/pub/pseudo-dpms/suspend.html).

Run it something like this:
$ pseudo-dpms --nodpms --suspend-time 10m
There may be better solutions out there, but my impression is that power management for linux is still under (active) development.

Or if you use the kde, open the control center and go to power management.

Take a look at http://gnome-power.sourceforge.net/index.php. There are plans to get this into Fedora Extras and maybe Fedora Core even during the FC5 timeframe
