no, there is not a version of wine (or any variation that i am aware of) that runs on PPC. Yes, there is a way to run winows apps on PPC, but only using something like VirtualPC or VMWare.

theres also the x86 emulator called bochs http://bochs.sourceforge.net/
I hate to bring it up because its so slow but you might want to take a look.
